Seriously though, I'm leaning towards Louisiana Governor Kathleen Blanco, myself. Also poverty-causing, responsibility-destroying, dependency-creating, crime-encouraging leftist government, but that really goes without saying.

Yes, it wouldn't surprise me if it was a combination of the Democratic Governor and nature.

I have been very underwhelmed with her, while, despite flying off at the Feds initially, the N.O. Mayor Nagin has demonstrated a capacity to lead. Gen. Honore the LA-native that Bush has put in charge of the relief effort has also been up-front, credit it him too.

Mayor Nagin has said he won't forget those that failed the city. I would expect him to train his sights on her performance in the months to come.

In a disaster this big, there's enough blame to share between everyone, from Bush at the top all the way down to the cops who abandoned their posts, with FEMA, the Governor and the Mayor on the way. Who gets how much will all come out in the wash, the shit has only just started to fly over this one.

And wouldn't the label of 'poverty causing' belong to those who allowed the manufacturing industries of the West to flee move to the Third World, taking good paying jobs with them? Those jobs that gave people a decent standard of living and a stake in their society? All so we could pay $15 for a T-shirt, rather than $30?

I'm happy to leave the means of production in private hands, but forcing those owners to relocate offshore is the height of insanity, and now the taxpayer is paying the price.

I am also astonished New Orleans (or whomever is responsible for such things) didn't have a proper evacuation plan given they've surely known for a hundred years or more the whole place will be flooded.

I would suggest the blame lies as such -

lack of evacuation of sick, elderly, infirm, poor - the city (they have a heap of busses for goodness' sake)
lack of response post-Katrina - state government. They have the national guard to mobilise, and they should have been into there in 48 hours. FEMA should have got a move on as well.

The local politicos are responsible and should be tried and shot. The facts are:
1) New Orleans flood control was built to withstand a Cat3 hurricane.
2) New Orleans faced a Cat4 hurricane.
3) New Orleans should have been totally evacuated in this case.
4) But it wasn't - and thousands were left to die.
