Pro-Caliphate terrorists control the terror campaign in Sunni Iraq?

The Counterterrorism Blog is running a WashPost story on who is controlling the terror attack strings in Iraq:
"I think what you really have here is an insurgency that's been hijacked by a terrorist campaign... In part, by Zarqawi becoming the face of this thing, he has certainly gotten the funding, the media and, frankly, has allowed other folks to work along in his draft... You'll see some of the old regime elements on [the list of most-wanted insurgents in Iraq], mainly just to maintain pressure and, frankly, accountability. But when you look at those individuals central to the inflicting of huge amounts of violence, it really is not those folks."

Hardly surprising since there is no indigenous Iraqi group that benefits from the ongoing terrorism. Even the Sunni leaders have come to realise that a unified Iraq with an equal division of the oil revenue beats an Iraq split three ways along ethnic lines and where the Sunni third has no oil. Enough Saddamites have been captured / killed and they have been out of power long enough to realise that whatever happens that regime is never coming back. Which leaves the foreign terrorists and whatever dregs they can scrape up in Iraq.
