Important sentence deleted from Attorney General's advice to Cabinet; warns of substantial differences between PCA and Robinson Report

From page 8 of the Attorney Generals advice to Cabinet, dated 21st January 2000 (CLICK TO ENLARGE):

(1) States the essence of the issue Cabinet must consider. Was Doone acting with honest intentions when he got out of his car to talk with Constable Main? Notice no mention is made of drunken driving or the claim Clark made to the SST that Doone openly interfered with Constable Main's duties.

(2) notes important differences between the earlier Robinson Report and the PCA Report, but the important sentence(s) has been deleted from the papers released under the Official Information Act. Why?

(3) directs Ministers to use the PCA Report as the basis for its consideration of the Doone matter.

Differences between the PCA Report and the Robinson Report

The Robinson Report is actually two major sections. The first is a factual account of witness statements and events surrounding the Police stop of Doone's car and was compiled by Superintendent Nickalls and Detective Inspector Wildon. The second section is a highly opinionated and sometimes distorted summary of findings from Deputy Commissioner Rob Robinson himself.

At this point it is important to note Robinson was the most senior Deputy Commissioner in the Police at that time. If for any reason the Police Commissioner cannot perform his duties, the most senior Deputy Commissioner is temporarily assigned the role. As it turned out, Clark appointed Robinson permanently to the role after Peter Doone resigned.

The PCA Report is based on information from the 1st section of the Robinson Report and other information and statements collected by the PCA. It was written by a sitting Judge and did not use information from Rob Robinson's section of the Robinson Report.

PCA Report lists mitigating circumstances

The PCA Report listed several important mitigating circumstances for the situation surrounding Doone's Police stop.

Attorney General Margaret Wilson highlighted them in the same Cabinet briefing paper of 21st Jan 2005 (CLICK TO ENLARGE):

(1) The PCA Report notes no offense had been committed by the driver, Peter Doone's partner. It also notes Peter Doone considered the stop to be a routine 'turnover'.

(2) Reminds Ministers they must accept the judgments of the PCA Report.

Summary Points
  • Attorney General Margaret Wilson was aware of the mitigating circumstances mentioned in the PCA Report before she sent the threatening letter to Peter Doone's lawyer on Jan 12 2000.
  • The Attorney General pointed out to Cabinet Ministers that significant differences between the PCA Report and the Robinson Report exist, but the key sentence has been erased from the copy released under the OIA.
  • The PCA Report overrides the Robinson Report.
  • The person writing the Robinson Report had much to gain out of the resignation of Peter Doone.

And that's the problem, isn't it? I've been reading newspapers and listening to the radio over the past few days and all I hear is a bunch of media outlets and their "journalists" actively campaigning for Labour.
No matter how explosive the revelations, if the MSM won't cover them, they will have no effect. In an age of 15 second newsbites, the average voter's eyes will glaze over after half a minute of anything they need to actually think about and helen's mob know it.

Keith, I think peoples eyes glaze over because 95% of 'news' is fluff. Reporters these days have to produce 'stories', if they got back to producing short factual pieces then I'm sure more people would pay attention.

What depresses me so much about this al is that despite all this very interesting work, you won't gain any traction. The MSM will filter it out and the Labour voters will vote for the devil anyway.

But thanks anyway, noone in NZ can ever deny they had not been warned.

Folks, i dont want to involve everybody but, same rules apply. Phil U calls me an uncle Tom. Frog knows that I am asking for an apology from greens (Phil tells us he is a greens insider) But I get nothing. We have not heard from Phil for days and greens scream smear at the rights while shitting all over a black man. I have paid for a PR company to release this to the media (We spend about 60 K with them a year so I know they will make i count) and unless we get some public apology this press release goes out for Monday. i have had enough of one rule for us and one for them.
Tell me to piss off or support me but enough is enough. And I dont even like fuckin Tamaki

It's not a huge leap from the point we're at-- with the media campaigning for Labour and effectively silencing opposition to the government--to a totalitarian state.
If democracy relies on the free and open expression of political opinions in order for voters to make an informed choice, then we're already stuffed.
The most urgent thing right now is to campaign for the abolition of any form of state-run broadcasting. They act as a pr agency for the left and work to undermine the freedoms of us all.
