I'm a grumpy older bugger and I never like change. A pity I think to scruvh up the main text. There again, everything is a compromise but I really do prefer the current width.
Adolf, I can widen the central portion (as Stuff does, but NZ Herald does not), but first I need to move it into production and test for bugs.
Layout works well - I like it.
With Mk IV I'd like to add moderated forums, multiple easily customisable panels, and of course the old categories feature that Blogger badly lacks.
It looks very flash.
The ceiling could do with a second coat...

I'd still like to see a bit more colour, and the only thing I can think of is maybe the headlines code be a different colour? (But not blue, as that is for links)
Also, do we go corny (I like corny) and say "Press Release by" instead of "Posted by" and phrases more towards a Sir Humphreys Public Service:
* Recent Policy Statements (Recent..)
* Press Release (Posts)
* Sources (Blogrolls)
* FOI Requests (Archives)
* Officials (Authors)
* Information Leaks (Comments)
Or whatever names our readers come up with??

I really like ZenTiger's ideas, except that we should keep the headings black as they are to stay with the newspaper vibe.
Oh can I make one more suggestion about the archives?
Can we change the format from eg "03/20/2005-03/26/2005" to "March 2005."
It's easier to read than the American date format, plus having a whole month's archives on one page makes for fewer pages to search through if you're looking for an old post with an unknown date.
I like most of it. I'm not too sure about the 4 buttons on the top left, as that kind of detracts from the title.

Just noticed the date header is red. That works well and makes the difference I think.
Another way of inserting colour is to have a couple of colour pictures/graphics in the sideblog that are appropriate.
I'll see if I can (a) find anything (b) that would be nice, easy and not too big to put forward for cnsideration.
RWDB: Two problems with the archives.
(1) When I set it to month-long intervals I crash Blogger.
(2) They date format has to be American-style for the Recent Comments Javascript code to work. When I get around to it I'll change the recent comments code (it has a major flaw).
Zen: I think some use of colour is good, especially as photos in the sidebars. I have to get some other issues sorted first, such as the padding and margins appearing the same way in Cursed Internet Explorer as they do in Firefox.
I wopuld leave the header alone...it's nice to see The good sir's slightly smug mona-lisa smile alone up there.

Looks very good. I'm envious. Are you adding trackback? Then you would be able to see the nice things I've already said about the mockup. :-)
PC: forgot about the trackback - its easy to add (as you have) by only using that function as provided by Haloscan. Will give it a try, though I think only Rodney Hide has it implemented properly (as part of the comments system).
Nice, but three suggestions.
(1) Change the background color of the "Special" box (yellow on white never works). I suggest you try a blue background: RGB 50, 150, 255 with white text.
(2) Lighten up the sidebar headings, currently in black block background with white text, as illustrated in principle by this guy's sidebar labels. Use diff colors or fonts than this guy, but you see the idea.
(3) Can you implement site search? If so, put a search box right at the top.
